On party-proportional representation under district distortions
نویسنده
چکیده
The paper presents the problem of choosing the representatives in an assembly when the whole electoral region is subdivided into electoral districts. Because of the two dimensions, geographical (districts) and political (parties), the problem is called bi-apportionment. Often the allocation of seats to districts is pre-determined and furthermore distorted —meaning that the ratios of the number of assigned seats to population size vary significantly across districts. The paper surveys proposed bi-apportionment methods with a focus on the conflict that may arise between partyproportional representation and district distortions.

When parties are not teams: party positions in single-member district and proportional representation systems
Theoretical analyses of party positions commonly assume that parties act as teams to maximize their legislative representation. This assumption runs counter to another line of theorizing in which individual legislators maximize their own chances of winning reelection. To resolve this tension, the paper presents a model of party platform choice that relaxes only the assumption that parties are t...

Voting systems in which voters are partitioned to districts encourage accountability by providing voters an easily identifiable district representative, but can result in a selection of representatives not representative of the electorate’s preferences. In some cases, a party may have a majority of the popular vote, but lose the elections due to districting effects. We define the Misrepresentat...

Duverger’s propositions concerning the psychological and mechanical consequences of electoral rules have previously been examined mainly through the lens of district magnitude, comparing the properties of single-member district plurality elections with those of multimember proportional representation elections. The empirical consequences of multimember plurality (MMP) rules, on the other hand, ...

We study incumbency advantage and the electoral returns to pork and patronage over ten legislative periods from 1948 to 1992 for two political parties — the Christian Democrats (DC) and the Italian Socialist Party (PSI) — in Italy's lower house of representatives, the Chamber of Deputies. Adapting a regression discontinuity design to Italy's open-list system of proportional representation, we s...

Falling into a Niche: Institutional Equilibrium between Plurality and Proportional Representation for Large Political Parties" Scholars of electoral systems (e.g., Duverger, 1954; Rae 1967) argue that a combination of electoral system and district magnitude provide the strategic incentives for political party competition. All electoral systems reward large parties with a disproportional seat bo...
